My deepest condolences. Lee and I were “wild wings” and “chilis” buddy. Lee loved his crossword puzzles and basketball. Great guy, plenty of knowledge and history. He will be missed.

I was Lee's DSAC (Deputy SAC) at NISRA New York. We rode up to NY together and checked in on the same day. NISRA NY was a very unique office at the time. We covered many leads sent in from other offices and our jurisdiction included the entire state of NY. Lee and I quickly adjusted to the fast pace of the city and surrounding areas. Lee loved going to Shea Stadium to watch the Mets play and Yankee Stadium to watch the Yankees. However he remained an Atlanta Braves fan. While at Naval Station NY Lee promoted athletics and we subsequently won the Naval Station basketball and volleyball championships and also completed competitively in softball. Lee was a left-handed batter and had one of the smoothest swings that I have ever seen. One of our most memorable outings was a softball game versus the FBI on Governor's Island with the Statue of Liberty in the background.
I learned a lot from Lee and considered him to be a managerial mentor. We participated in many unique Protective Service Details and were able to meet President Nixon and Israeli Prime Minister Ytzak Rabine. We were fortunate to visit many of New York's greatest landmarks on the Protective Service Details.
Lee was the most organized agent that I ever worked for. His administrative skills are legendary within NIS/NCIS, He was patient, detailed and understanding. At a time when it was difficult to fill billets in NY, Lee stepped forward to assume the SAC job and did so with outstanding leadership and dedication. Thanks for the many great memories Lee. May you rest in peace.

Lee and I were NIS Special Agents ("street agents'} at MCAS El Toro in Irvine, CA from 1970 to 1974. That was my third office and I think it was Lee's first office. I and my wife saw Lee and his wife socially and were friends as well as coworkers.

I am the phlebotomist at the doctor's office where Lee went. He always called me his "Favorite Vampire". He always had a smile on his face and was quick with a joke. He told many Tall Tales of his adventures throughout his life and many sad ones as well.
My favorite memory was the last time I saw Lee. He came into the lab and said "I have something to show you" he turned his back and then when he turned back around he snarled at me and had vampire teeth on. It was just so funny! I will always cherish that moment.
Lee, you will be miss and we will all love you deeply.

I worked with Lee at NISRA Okinawa in the early/mid 1970’s. Lee was an excellent Special Agent, consummate professional, good friend, decent golfer …His prior experience(s) as a Marine Corps Officer and Vietnam Veteran served he and NIS well during his tour in Okinawa and throughout his exemplary career. Margaret and I extend our sincere sympathy to the Coulter family.

Lee was my Boss during the late 80s and early 90s, when he was the Deputy Regional Director for the National Capital Region, Washington, DC. Our office was located at beautiful Buzzard’s Point, as was the Washington Field Office of the FBI and elements of the Defense Investigative Service. I worked for Lee as the Regional Training Coordinator and later as the Special Assistant to the Regional Director. Captain Rock, as some of us affectionately called him, was unshakeable and remained cool, calm, and collected in every situation. He was one of the finest supervisors I have ever had the privilege to serve. Lee had the uncanny ability to be a close friend and at the same time maintain a level of expectation and enthusiasm that encouraged you to produce only the best product. I am sure I was only one of many that Lee touched and mentored over the years…having Lee swing back in his chair, give you that hint of a little smile, and say “nice job” was all you needed before tackling the next big task. NCIS has lost a quiet and unassuming leader while Heaven has gained a softspoken warrior. Semper Fi Marine and RIP Boss.

Chris and family,
I never had the privilege and honor to meet your Father but I wanted to offer my sincere condolences and my prayers of comfort for your family during this time of grief. In the bit of information that I had the opportunity to read about your Father, it allowed me to see truly what a great man he must have been! I know that you and your family are all so proud of the life that he lived, the family that he raised and the example that he set for all. I am also very happy to know that he woke up in Heaven! AMEN! I wish that I could have thanked him personally for his service to this country and putting his life on the line so that we could have the freedoms that we have today. I know that he is resting in peace and I pray that your family will take peace in knowing that he is happier now then he's ever been, running to the arms of Jesus! During my twenty-four plus years with the NIS/NCIS t was my very good fortune to work for a number of outstanding supervisors and gentlemen. Lee was among the "best of the best", as befits a former Devil Dog. Although I believed myself to be a very good writer, Lee made me much better, with strong emphasis to the details. Rest in peace, and hopefully never 3-putt a green where he is playing now.

On July 6, 1970, Lee and I reported for duty as boot agents at NISRA El Toro, MCAS El Toro, CA. We shared rides to and from work for a year, until I was transferred to Subic Bay. Lee was a natural athlete and excellent golfer. Lee graduated 1st in his Basic Agents Class and went on to excel in his career with NIS. Lee was devoted to his family, a good friend, and a patriot. R.I.P. Lee. Semper Fidelis.

Lee and I were both hired by NIS during 1970, had contact in passing in contact over the following 20 years and attended the Investigative Supervisory and Management Seminar during April and May 1981. We stood together for the class photograph after conversations about Tennessee, my late wife's birthplace.
